What is EMAC?

The Emergency Management Assistance Compact (EMAC) is a national mutual aid system which was established in 1996. Fifty states, the District of Columbia, the U.S. Virgin Islands, Guam and Puerto Rico have all put legislation in place to become members of the compact. The compact allows member states to share resources during a governor-declared emergency.
Arkansas enacted Arkansas Code 12-49-402 in 1997 to become a member state of EMAC. The Director of the Arkansas Department of Emergency Management serves as the Governor’s Authorized Representative to enter into legal agreements with other member states to both request and provide assistance through the EMAC process.

What is a Mission Ready Package (MRP)?

A Mission Ready Package (MRP) is an excel document that provides a Resource Provider a document that describes a resource that they have, the capability of that resource, the level of training of the resource if applicable, the estimated cost of the resource, the personnel and equipment that make up the resource composition, and the contact information for the Resource Provider. Resource Providers may include, but are not limited to: State Government, Local Government, National Guard, Private Sector entities, Non-Government Organizations, and Voluntary Organizations Active in Disaster.

What is an EMAC Personnel Accountability Processing Package (EPAPP)?

Effective emergency response requires the efficient identification, ordering, mobilizing, deploying, tracking, and accounting of resources. The major objective of the EPAPP is to assist EMAC Member States in building an efficient and effective system for processing and accounting for arrivals and departures of personnel and resources obtained through the EMAC system.
