NORTH LITTLE ROCK, Ark. – Building on the modernization initiative first launched in 2019, the Arkansas Wireless Information Network (AWIN) continues to upgrade the state’s emergency communication system. As part of this continuing program, Phase 1 radios not compliant with Time Division Multiple Access (TDMA) standards will become obsolete effective January 31, 2031. Since December 2019, all new AWIN radio IDs have been issued exclusively for qualified P25 Phase 2 (TDMA) radio models. Radios labeled as “Phase 2-capable” must have this functionality fully enabled to operate on the system. This ongoing investment helps ensure first responders across Arkansas maintain safe, efficient, and reliable communications when they matter most.
This upgrade is essential for improving citizen and officer safety, enhancing communication efficiency, and making the most of Arkansas’s limited radio spectrum. Agencies are encouraged to begin planning and budgeting now for equipment upgrades during this five-year transition period to maintain full interoperability and access.
“We set the 2031 deadline to give agencies plenty of time to plan and budget for these updates while keeping the system ready for future growth,” said ADEM Director AJ Gary. “This upgrade is about keeping Arkansans safe. These advancements mean stronger, more reliable communication across the state – something that benefits every community in Arkansas.”
AWIN will continue working closely with partner agencies and local jurisdictions to ensure a smooth and coordinated migration to P25 Phase 2 technology.

Each authorized programmer is certified for specific equipment manufacturers.
