Rick Stallings –
Operations Division
Rick Stallings began his career in public service in 1990 at the Hazen Police Department, where he held various positions, including Communication Supervisor, Validation Officer, and Computer Analyst from 1990 to 1999. During this time, he earned a Bachelor of Arts degree in Criminal Justice from the University of Arkansas at Little Rock.
In 1999, Rick began working for the citizens of Arkansas at the Arkansas Crime Information Center (ACIC) as a Field Agent, where he traveled extensively throughout the state, training law enforcement officers and dispatchers. By 2007, he was promoted to Field Services Manager at ACIC, managing a team of nine and overseeing several key programs, including the VINE (Victim Information and Notification) program. Under his leadership, the VINE program grew from 700 monthly registrations to over 43,000 by October 2018. Rick also managed grants to enhance VINE by adding features like offender photos, text message notifications, and improved interfaces with jails across the state.
In 2011, Rick was one of the eight founding members of the national VINE Advisory Committee, guiding the future of victim notification system. In 2012, he was recognized by Pulaski County Prosecuting Attorney for his work expanding VINE and, in 2013, received the Johnson-Walker Extra Mile award from Parents of Murdered Children for his efforts in victim notification. In 2017, Rick was re-elected to serve another term on the VINE Advisory Committee.
In December 2017, Rick was promoted to senior staff at ACIC as the Operations Administrator and the CJIS Systems Officer (CSO) for Arkansas. He leads a dedicated team in serving the criminal justice community across Arkansas. His team manages programs such as training, auditing, policy compliance, security of the ACIC System, the message switch, Victim Information and Notification, National Incident Based Reporting System, JusticeXchange, Hot File Checks, Metal Theft Investigative Service, Pseudoephedrine Logbook, etc. In 2025, he became Deputy Director – Operations Division. Rick is the Arkansas representative on the Southern Working Group. He has contributed to several national task forces, including the N3G Task Force, the Officer Safety Task Force, the Unified CJIS Experience Task Force, the NCIC Subcommittee, and the Security and Access Subcommittee.
Lesa Winston –
Special Services Division
Lesa Winston is a Senior Staff member at ACIC, currently serving as Deputy Director – Director of the Special Services (Repository) Division. With 30 years of experience at the Arkansas Crime Information Center, she has built a distinguished career since joining in September 1994. Lesa is also pursuing a bachelor’s degree in criminal justice with a concentration in Homeland Security.
Lesa began her career in 1994 in the Quality Control department and quickly advanced through various roles, including Verifier, Data Entry, and ACT 346 Coordinator. Between 2003 and 2006, she held the position of Planning Specialist (Supervisor), and in 2006, she became the Criminal Justice Information Service Manager, overseeing a team of 26 employees. During this time, Lesa also served as one of the FBI CJIS Points of Contact.
In 2012, she was promoted to Senior Manager of the Criminal History Division. She also took on the responsibilities of Agency Grievance Officer and became one of the FBI’s Trainer-the-Trainer instructors for Arkansas. In this role, she has provided training and facilitated communication across a wide range of Criminal Justice Agencies, including Sheriffs’ offices, Police Departments, the FBI, Attorneys, Courts, the Arkansas Department of Correction, Arkansas Community Corrections, and the Governor’s office.
In November 2017, Lesa was appointed Director of both the Criminal History Division and the Sex Offender Registry. She is also the point of contact for FBI NICS and FBI Sex Offender Smart program. Her primary goal is to ensure the timely receipt and accurate entry of all criminal and sex offenders records, maintaining the integrity and completeness of the information. Lesa is the point of contact in assisting Arkansas Legal Aid and different counties around the states with conducting Sealing Clinics to help community get their records sealed. Lesa is deeply committed and very passionate about helping others succeed in life and is driven by the belief that empowering others is key to making difference and positive change for others.
